John Reed Hilliard, an engineer, platted Hilliard, Ohio September 1, 1853 out of Norwich Township. He built the Hilliard warehouse in 1853 and founded the town's first post office May 20, 1854. J. R. Hilliard became a railroad executive in 1871 and bought the Hope Mine in Wesley City, Illinois.
